GESTIÓN INTEGRADA DE LOS RECURSOS HÍDRICOS EN OBLIGADO Y HOHENAU, DEPARTAMENTO ITAPÚA, PARAGUAY.

Resumen

La Gestión Integrada de los Recursos Hídricos (GIRH) es un proceso que promueve el uso sustentable del agua. Se sustenta en una base de datos confiable, emplea herramientas normativas y logra un control efectivo, permitiendo una gestión efectiva del agua. La investigación analizó la implementación de la GIRH en los distritos Obligado y Hohenau. Para analizar la calidad de aguas subterráneas se recabaron datos de 59 muestreos de agua de 17 pozos profundos realizados entre los años 2006 y 2016. Para la evaluación del funcionamiento de las plantas de tratamiento se tomaron muestras de efluentes y se empleó una lista de cotejo. Se realizaron encuestas y entrevistas a usuarios, gestores de agua y saneamiento y autoridades para determinar el impacto social de la gestión de aguas potables y residuales.  Los datos cuantitativos fueron procesados estadísticamente mediante análisis de varianza y contraste de medias (Test de Duncan) con margen de error 5%. Los principales resultados indican contaminación microbiológica del agua subterránea (Acuífero Guaraní). Los parámetros físico-químicos se encontraron dentro de los rangos establecidos por las normativas vigentes.  Los resultados evidenciaron una inadecuada gestión del agua y saneamiento, razón por la cual se elaboraron ordenanzas municipales que establecen un marco normativo para controlar y monitorear las fuentes primarias de contaminación de aguas subterráneas del Acuífero Guaraní. Para salvaguardar la salud pública y el ambiente, tanto a nivel distrital como departamental y nacional, urge la necesidad de la aplicación rigurosa del marco legal y la implementación de la GIRH.

Abstract

The Integrated Management of Water Resources (IMWR) is a process that promotes the sustainable use of water. It is based on a reliable database, uses regulatory tools and achieves effective control, allowing effective water management. The research analyzed the implementation of IWRM in the Obligado and Hohenau districts. To analyze the quality of groundwater, data were collected from 59 water samples from 17 deep wells between 2006 and 2016. For the evaluation of the operation of treatment plants, effluent samples were taken and a checklist was used. Surveys and interviews were conducted with users, water and sanitation managers and authorities to determine the social impact of drinking water and wastewater management. Quantitative data were statistically processed by means of analysis of variance and contrast of means (Duncan test) with a margin of error of 5%. The main results indicate microbiological contamination of groundwater (Guaraní Aquifer). The physical-chemical parameters were within the ranges established by current regulations.  The results showed inadequate water and sanitation management, which is the reason why municipal ordinances were developed that establish a regulatory framework to control and monitor the primary sources of groundwater contamination of the Guaraní Aquifer. To safeguard public health and the environment, both at the district and departmental and national levels, the need for the rigorous application of the legal framework and the implementation of IWRM is urgently needed.
