Resumen
La ciudad de Encarnación fue afectada por las obras complementarias de la represa Yacyretá debido a la suba del nivel del rio Paraná de 76 a 83msnm, desde el año 2006 se realizaron grandes transformaciones urbanísticas y numerosas obras de infraestructura, en ese contexto se plantea la siguiente interrogante ¿Qué aspectos de la gestión ambiental son relevantes para el fortalecimiento de la Descentralización político–administrativa en el municipio de Encarnación?, se plantea el objetivo general “Analizar la gestión ambiental para el fortalecimiento de la descentralización político–administrativa en el municipio de Encarnación,” los objetivos específicos son evaluar la situación de la gestión ambiental, identificar instrumentos, capacidad institucional y proponer líneas estratégicas para el fortalecimiento de la gestión ambiental. La metodología utilizada fue mixta, cuantitativa y cualitativa orientado a un estudio de caso el municipio de Encarnación. Los resultados desde el enfoque eco sistémico arrojan un promedio de 2,14, en una escala de 1 al 5, indican en líneas generales que se debe mejorar la gestión ambiental para una efectiva descentralización. Se identificó los instrumentos preventivos, correctivos y curativos de la ME, la capacidad institucional, la infraestructura, los recursos técnicos y financieros son insuficientes para la gestión ambiental descentralizada. Finalmente se propuso líneas estratégicas con acciones en un Plan de gestión ambiental para fortalecer la descentralización político-administrativa en el municipio de Encarnación. La metodología aplicada puede replicarse en otros municipios.

Abstract
Encarnacion city was affected by complementary works of Yacyretá dam do to the rise of Parana river level from 76 to 83 msnm, from 2006 onwards great urbanistic transformations and numerous infrastructure works have been made, in this context the following question arises Which aspects of environmental management are relevant for the strengthening of political-administrative decentralization on Encarnación Municipality?, a general objective is posed “Analyze environmental management that allows the strengthening of political-administrative decentralization on Encarnación Municipality”, specific objectives are to evaluate environmental management situation, identify instruments and institutional capacity, and to propose strategic lines for the strengthening of environmental management. The methodology used was mixed, quantitative and qualitative oriented to case study, the one seeing in Encarnacion Municipality. From the eco systemic perspective results throw an average of 2.14 in 1 to 5 scale, in general they indicate that environmental management should be improve for an effective decentralization, applied methodology can be replicated. Preventive, corrective and curative instruments that make possible political-administrative decentralization applied in Encarnación Municipality were identified. In regard to institutional capacity, infrastructure, technical and financial resources are insufficient for environmental management decentralization. Finally, strategic lines with actions in an environmental management plan was proposed to strengthen political-administrative decentralization in Encarnacion municipality.
