Abstract
The vehicular fleet has presented a constant growth in recent years, which implies a direct increase in the provision of services for the maintenance and operation of each motor vehicle. The service of change of lubricating oils comprise one of the daily activities of a mechanical workshop vehicular and other establishments in the same industry. After its useful lifetime this product becomes waste and in this case, in hazardous waste. Through a particular case study, conducted in the city of Encarnación specifically on Father Carlos Barrios Bolik and General Bernardino Caballero, a diagnosis that reflects the current management that each local machine shop or making change oil provides hazardous waste is obtained in question. Afterwards, due to the integration between the diagnosis obtained, the national legal framework and collection of existing international experiences to date, base lines are proposed to form an environmental management plan, under the concept of environmentally sound management. The research is based on analyzing the environmental effects caused by the management of used lubricating oils in the City of Encarnacion, to achieve the objectives set out a diagnosis of the current situation of the management of used lubricating oils run, this was achieved by visits to local generators to give an inventory of them containing the following information: volume generated, disposal, type, direction. We could identify contaminants centers were taken as reference to evaluate the effect on land by the lack of good infrastructure, which it was determined that there is contamination by TPH’s, being above the limits set by the parameters of the Department of Energy and Environment of the State of Connecticut.
