Resumen
Esta investigación buscó analizar la incidencia del programa de aportes estudiantiles de la municipalidad del distrito de Bella Vista, Itapúa, en el acceso y prosecución de estudios de educación superior de alumnos beneficiarios del 2021. Metodológicamente se optó por un enfoque mixto, con diseño secuencial de tipo exploratorio secuencial; se contempló un muestreo no probabilístico por conveniencia, la muestra recayó sobre actores claves como: intendente municipal, concejales, miembros del consejo distrital de educación, miembros de la secretaría de educación del municipio, alumnos beneficiarios y exbeneficiarios del Programa de Aportes, a estos se les administró guía de entrevista semiestructura y cuestionario cerrado; además de proceder al análisis documental del Programa de Aportes Estudiantiles, el Reglamento General de Aportes y la Ordenanza Municipal N° 41/16. Como resultado se encontró que el beneficio material que ofrece el programa solamente cubre lo establecido en el Reglamento Gral., por cuanto la incidencia es aceptable, concreta, visible en la práctica y ajustada a la normativa preestablecida, considerando que este financiamiento está sujeto a un presupuesto estatal general, que recibe el ente municipal, para que lo distribuya según sus planes y programas de gobierno local. Las políticas públicas educativas propiciadas por el municipio muestran la intención política y social de ofrecer oportunidades y, por ende, estas tienen que ser para todos los ciudadanos. Finalmente, es visible la incidencia positiva y prometedora del programa de aportes estudiantiles que brinda el municipio de Bella Vista.

Abstract
This research sought to analyze the incidence of the student aid program of the municipality of the district of Bella Vista, Itapúa, on the access and continuation of higher education studies of beneficiary students in 2021. Methodologically, it was opted for a mixed approach with a descriptive non-experimental design; it was contemplated a non-probabilistic sampling by convenience, the sample fell on key actors such as: Municipal Intendant, Councilors, members of the District Council of Education, members of the Secretary of Education of the municipality, beneficiary students and former beneficiaries of the Contribution Program, to these were administered semi-structured interview guide and closed questionnaire; in addition to proceeding to the documentary analysis of the Student Contribution Program, the General Regulation of Contributions and Municipal Ordinance No. 41/16. As a result, it was found that the material benefit offered by the program only covers what is established in the General Regulation, since the incidence is acceptable, concrete, visible in practice and adjusted to the pre-established regulations, considering that this financing is subject to a general state budget, which the municipal entity receives, to be distributed according to its plans and programs of local government. The educational public policies promoted by the municipality show the political and social intention of offering opportunities and, therefore, these must be for all citizens. Finally, the positive and promising impact of the student aid program provided by the municipality of Bella Vista is visible.
